Ministry: Great potential for cooperation between Kazakhstan and Azerbaijan in artificial intelligence and IT

There is great potential for cooperation between Kazakhstan and Azerbaijan in the fields of information technology and artificial intelligence, and significant work is being carried out in this direction, Daniyar Maralbekovich Meirbekov, Director of the Department of International Cooperation of the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, told APA’s correspondent dispatched to Astana.

According to him, the application of artificial intelligence in Kazakhstan has been identified as a priority goal aimed at fully digitalizing all sectors of the economy within the next three years.

“Kazakhstan is moving forward in this direction consistently and rapidly. This process can be divided into several stages. The first stage is the formation of a regulatory and legal framework. To develop the right strategy, a proper legislative base must first be established. Preparations are currently underway for the adoption of the law on artificial intelligence. This law will be balanced and will cover issues such as the ethical use of artificial intelligence and the rules of technical participation. The law is expected to be adopted by Parliament by the end of this year. At the same time, work is underway on the ‘Digital Code,’ which will be one of the key documents supporting the digitalization of the economy.

The second stage is the formation of infrastructure. Significant steps have already been taken in this direction. The ‘OlimpAI’ Artificial Intelligence Center has been opened in the country, and the Presidential Council on Artificial Intelligence has been established. The first meeting of the Council was held this year within the framework of the ‘Digital Bridge’ forum, and experts from various countries around the world were included in its composition,” he added.

The ministry official also noted that the largest supercomputer in Central Asia has been put into operation in Kazakhstan: “Based on this system, a Kazakh language model called ‘KAZ LLM’ is being developed. This project aims at the systematic and effective use of artificial intelligence for economic development. The third stage is the development of human resources. On the basis of the ‘OlimpAI’ Center, educational programs for different age groups will be launched. For young people aged 12 to 18, various AI-related courses (video editing, agent-based applications, etc.) will be held. After this stage, there will be specialized programs for university students, and then, research and development laboratories — ‘R&D Lab’ — will operate in the eight-story building of the center. Innovative projects will be implemented there jointly with global big tech companies. In other words, a student studies artificial intelligence between the ages of 11 and 18, continues at the university level, and later realizes his or her potential in these laboratories in collaboration with international partners. This is a complex and phased approach.”

The director believes that there is great potential in this direction. “For instance, we mentioned the CAS LLM model — since the language groups of our countries are similar, this experience can be used to develop a similar language model (LLM) for the Azerbaijani language as well. This approach is also applicable to other Turkic languages, as there are many structural similarities. Furthermore, there are other areas for cooperation. For example, Kazakhstan has made significant progress in the field of GovTech. Azerbaijan also has advanced experience in this area — the successful solutions of ASAN Service and the Agency for Social Innovations are good examples. I believe there are great opportunities for experience exchange and the implementation of joint projects in this field. Overall, there is a broad potential for bilateral cooperation,” he emphasized.
