Inventory of real estate and infrastructure facilities in liberated districts completed

Humanitarian demining is one of the key priorities of Azerbaijan’s state policy, Deputy Minister of Economy Anar Akhundov said during a panel session held as part of the 4th International Conference on Mine Action titled “Humanitarian Demining for Urban Recovery: Setting Standards of Excellence for Safe Settlements” in Baku, APA reports.

According to the deputy minister, the inventory of real estate and infrastructure facilities in the liberated districts has already been completed.

He noted that a favorable business and investment environment is of particular importance for the economic reintegration of the liberated territories.

Anar Akhundov emphasized that individuals and legal entities registered for tax purposes in the Karabakh and East Zangezur economic regions and operating directly in these territories are exempt from VAT and customs duties until January 5, 2033.

He added that the production and sale of equipment and technical means used for demining in the liberated territories and other war-affected areas are also exempt from certain taxes.

“Enterprises engaged in production activities in the liberated territories have so far benefited from tax and customs incentives totaling 17.5 million Azerbaijani manats for the import of essential machinery, technological equipment and raw materials,” he noted.

The Deputy Minister said that around 1,000 taxpayers are currently operating at more than 1,300 business facilities in the Karabakh and East Zangezur economic regions.

“To date, residents of the parks have produced goods worth approximately 2.5 billion Azerbaijani manats, of which more than 100 million manats have been exported,” Anar Akhundov said.

He said that improvements in security infrastructure and a favorable investment environment are also increasing the interest of international investors in the liberated territories. Investors from Türkiye, Uzbekistan, Lithuania, Switzerland, Russia, Pakistan, and Belarus are implementing projects in various sectors.

“Azerbaijan is implementing large-scale road and railway infrastructure projects in Karabakh and East Zangezur. These projects not only strengthen connectivity within the liberated territories but also connect them to the country’s national and international transport networks,” the Deputy Minister noted.

According to him, the development of the Trump Route for International Peace and Prosperity (TRIPP) could contribute to broader connectivity between Europe and Asia and increase the region’s transit, logistics and investment potential.

Anar Akhundov said that the 2nd Azerbaijan International Investment Forum, to be held in Baku on September 25–26, 2026, will serve as an important platform for presenting Azerbaijan’s investment opportunities to the international business community.
