The Chair of the parliamentary committee drew attention to the fact that communications with Armenia were not opened last year: "Azerbaijan is completing the construction of the East Zangazur roads. We have to appeal to Armenia that we are ready to build land and railways in Western Zangazur, on the condition that taxes and fees will be paid to our budget for a certain period of time to recover all costs. This will be the first bridge between two countries that do not have diplomatic relations."
