"In order to achieve peace, the Armenian Constitution must be amended," Deputy Foreign Minister of Azerbaijan Elnur Mammadov said this at the event titled "Main Obstacles to the Signing of the Peace Agreement between Azerbaijan and Armenia", APA reports.

According to the deputy minister, there are two main obstacles to achieving lasting peace between Armenia and Azerbaijan, one of which is in the Armenian Constitution.

Elnur Mammadov added that the provision "Garabagh is part of Armenia" is accepted as a basis in the Armenian Constitution:

"After the liberation of our territories from occupation in 2020, Azerbaijan made peace proposals to Armenia for the first time in 2021. A country that wins a war never makes peace proposals to the other side, but we did. We have developed the basic principles for peace. In 2020-2022, we did not know what Armenia's aspirations were. After that, we held detailed discussions. These discussions were held in the United States, Russia, and Kazakhstan. During those discussions, we tried to draft a peace agreement. There are two main obstacles to achieving lasting peace between Armenia and Azerbaijan. One of them is in the Constitution of Armenia. This obstacle is also reflected in the Act of Independence of Armenia."
