The text of the peace agreement was prepared in Baku. Its fundamental principles were also drawn up by official Baku, stated Hikmet Hajiyev, Assistant to the President of Azerbaijan - Head of the Foreign Policy Department of the Presidential Administration during the “The Middle Corridor: A New Geopolitical and Economic Lifeline?” panel held within the framework of the “GLOBSEC Forum 2025” in Prague, APA reports.

He gave an example from the fact that the Kingdom forced the latter to change the Constitution before the document was signed between the United Kingdom and the Republic of Ireland: "In that document there were territorial claims against Northern Ireland. As a result, this provision was changed.

Note that the draft peace agreement was submitted to the Armenian side. This once again shows Azerbaijan’s political readiness to transform the South Caucasus region. Yes, we have agreed on the draft text of the Peace Treaty, but two issues are very important for us. We understand that the Constitution is an integral part of the political dynamism of any country, but if the Constitution contains claims to the territory of another country, this is already a matter of concern. Because in the Declaration of Independence of Armenia and in the preamble to the Constitution of this state there are calls for “Miatsum”. “Miatsum” means the unification of Karabakh with Armenia.”

The presidential aide also drew attention to Armenia's prolongation of the issue of the dissolution of the Minsk Group: “When we talk about peace, we are not only talking about peace between the two governments, but also between the peoples of Armenia and Azerbaijan. The second issue, although not as important, has a psychological meaning. We are talking about the complete dissolution of the Minsk Group, which is a relic of history. I still find it difficult to understand why the Armenian side is prolonging this issue. I think that now is the time to jointly appeal to the OSCE to dissolve the Minsk Group, which has no activity.”
