"Armenia unilaterally invites the observation mission of the European Union without taking into account the opinion of Azerbaijan. This may raise doubts about its effectiveness, Kremlin press secretary Dmitry Peskov said this at a briefing, APA's Moscow correspondent reports.
"The issue is what is the subject of the observation and whether this mission is recognized by Azerbaijan. I doubt that such a mandate will be accepted there. This is a unilateral decision of Yerevan. It is worth questioning the potential effectiveness of such a mission," said the Kremlin spokesman.
