Amid the initialing of the "Agreement on the Establishment of Peace and Interstate Relations between Azerbaijan and Armenia" (peace agreement) draft, the Joint Declaration highlights the need to continue taking additional steps to achieve the signing and ratification of this Agreement,  APA reports citing a diplomatic source.

The Joint Declaration on the results of the Washington meeting between the leaders of Azerbaijan and Armenia includes provisions indicating the acceptance by Armenia and the international community of the peace agenda put forward by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, following the 44-day Patriotic War, in terms of advancing the normalization process and ensuring sustainable peace and stability in the region. Firstly, it should be especially emphasized that amid the initialing of the "Agreement on the Establishment of Peace and Interstate Relations between Azerbaijan and Armenia" (peace agreement) draft, the Joint Declaration determines the need to continue taking additional steps to achieve the signing and ratification of this Agreement.

Thus, considering the position previously held by the Armenian side that there were no obstacles to the signing and ratification of the agreement, the provision stated in the Joint Declaration cannot be considered a coincidence and reflects the necessity of eliminating territorial claims against Azerbaijan through necessary amendments to the Armenian constitution;

Accordingly, the document confirms the position consistently presented by the Azerbaijani side from the very beginning of the normalization process that the signing of a bilateral agreement is not possible until the territorial claim against Azerbaijan in the Armenian constitution is removed;

Another provision of particular importance in the Joint Declaration is the clause regarding the opening of transport communications between the two countries. Here, based on the principled and consistent position of the Azerbaijani side, the provision regarding the need to ensure unhindered connections between the main part of Azerbaijan and the Nakhchivan Autonomous Republic within the framework of opening communications in the region is reflected;

The document particularly emphasizes that the concept of “unhindered c onnectivity” is specifically mentioned in the context of the connection between the main part of Azerbaijan and the Nakhchivan Autonomous Republic.

This should be interpreted as confirmation that Armenia has accepted the principled position of the Azerbaijani side regarding the necessity of applying a special approach to ensuring connectivity between the main part of Azerbaijan and the Nakhchivan Autonomous Republic.

- The document stipulates that, on the territory of Armenia, a special connectivity project — the “Trump Route for International Peace and Prosperity” — will be implemented through cooperation between Armenia, the United States, and other third parties to be determined by mutual agreement. This refers to a project to be carried out by the United States on Armenian territory, aimed at ensuring unimpeded connectivity between the main part of Azerbaijan and the Nakhchivan Autonomous Republic via Armenian territory.

-Another important provision of the Joint Declaration on the results of the meeting between the leaders of Azerbaijan and Armenia in Washington is the recognition that the conflict between the two countries is now a thing of the past, and that the realities that have emerged after the resolution of the conflict create conditions for the establishment of neighborly relations between the two states. Thus, the thesis that the former conflict is now a thing of the past with the restoration of the territorial integrity and sovereignty of the Republic of Azerbaijan since 2020 is unequivocally established in the document;

-  Another important point here is the clear confirmation that the realities arising from the resolution of the conflict are not subject to revision and never will be, and in this context, revanchist attempts are firmly rejected;

- This reflects the political responsibility and commitment that both inside and outside Armenia, attempts by revanchist circles to reject the reality of Azerbaijan restoring its sovereignty and territorial integrity will be firmly rejected;

- Thus, this provision establishes a political commitment on the one hand for Armenia to accept the reality that the conflict is in the past and that Azerbaijan has restored sovereign control over its entire territory, including the Karabakh region. On the other hand, it embodies Armenia’s state responsibility to reject and exclude any attempts to question this reality now and in the future;
