The 5th meeting of the Secretaries of the Security Councils of the member states of the Organization of Turkic States (OTS) was held today at the Heydar Aliyev Center in Baku, APA reports.
The meeting was chaired by Secretary of the Security Council of the Republic of Azerbaijan, Colonel General Ramil Usubov.
Ramil Usubov conveyed an address by President of the Republic of Azerbaijan Ilham Aliyev to the participants of the event.
Representatives of Türkiye, Uzbekistan, Kazakhstan and Kyrgyzstan, as well as the Turkish Republic of Northern Cyprus and the Secretariat of the Organization of Turkic States, attended the event.
Ramil Usubov's report was heard at the meeting.
The speech drew attention to security challenges arising from processes such as global geoeconomic confrontations, wars and the weakening of international law.
It was noted that the annual meetings of the Secretaries of the Security Councils serve as an important platform for preventing existing and potential threats and developing joint response mechanisms to common challenges. It was also emphasized that these meetings contribute to the development of cooperation in the field of security among the member states of the Organization of Turkic States and the safeguarding of common interests.
The agenda included regional security issues against the backdrop of developments in the Middle East, national development opportunities in the field of artificial intelligence, and other pressing topics. The heads of delegations delivered speeches on these issues.
During the meeting, discussions were held and views were exchanged on the work to be carried out to implement security-related tasks arising from the agreements reached between the heads of state of the member states of the Organization of Turkic States, as well as the provisions of the Gabala Declaration signed on October 7, 2025.

The fifth meeting of the Secretaries of the Security Councils of the member states of the Organization of Turkic States (OTS) has kicked off in Baku under the chairmanship of Colonel-General Ramil Usubov, Secretary of the Security Council of the Republic of Azerbaijan, APA reports.
Ramil Usubov conveyed an address by the President of Azerbaijan, Ilham Aliyev, to the participants of the meeting.
Warmly welcoming the delegations, the head of state noted the growing international influence and potential of the Organization of Turkic States amid increasing traditional threats and new challenges facing humanity, describing these as key factors contributing to the Organization's emergence as one of the world's major geopolitical centers. He also highlighted the achievements made during Azerbaijan's chairmanship.
The President emphasized that the historic Victory had created a new geopolitical reality in the region and laid the groundwork for the implementation of the Zangezur Corridor, which would bring the countries closer together economically, logistically and strategically.
The meeting, attended by representatives of Türkiye, Uzbekistan, Kazakhstan, Kyrgyzstan, the Turkish Republic of Northern Cyprus and the Secretariat of the Organization of Turkic States, will discuss the development of security cooperation among Turkic states, regional security issues and other matters of mutual interest.
Participants will also exchange views on regional security challenges amid developments in the Middle East, opportunities for national development in the field of artificial intelligence and other topics.
The fourth meeting of the Secretaries of the Security Councils of OTS member states was held in Bishkek last year.
