The debt incurred by the European Union (EU) as an institution is expected to reach €1 trillion by the end of 2027, President of the European Court of Auditors Tony Murphy said in an interview with the Rapporteur portal.
He stated that this refers not to the total public debt of EU member states, but specifically to the European Union's common debt.
According to Murphy, the EU's debt increased from €52.1 billion in 2019 to €738.9 billion at the end of 2025.
A significant portion of the debt is related to funds raised under the NextGenerationEU (NGEU) recovery program, established to address the economic consequences of the COVID-19 pandemic. In 2020, the EU undertook joint borrowing of up to €750 billion for this purpose. The funds were raised through Eurobonds issued on behalf of the EU.
New loans provided by the EU to support Ukraine financially are also cited among the factors contributing to the increase in total debt.
