Azerbaijan plans to establish a research center on competition, improve the methodology for market diagnostics, and integrate competition policy into higher education programs, Elnur Baghirov, Chairman of the State Agency for Antimonopoly and Consumer Market Control, said during his speech at the Third National Competition Forum held in Baku, APA-Economics reports.
According to him, these measures are reflected in the National Action Plan for 2027–2029 on the Development of Competition and Prevention of Monopolistic Activities.
Baghirov noted that the early identification of competition risks and the development of well-founded policy decisions require not only an effective legal framework but also a strong scientific and analytical foundation, professional knowledge, and a high level of competition culture.
"The National Action Plan envisages the establishment of a research center on competition, improvement of the methodology for market diagnostics, and integration of competition policy and competition law into higher education programs," the Agency chairman stated.
According to him, strengthening cooperation with the scientific community will make a long-term contribution to the quality of competition policy and the training of specialists.
Baghirov added that the main objective of the Agency's supervisory measures is to prevent practices that restrict competition and foster a culture of healthy competition.
In this regard, it is particularly important for entrepreneurs to voluntarily eliminate legal violations, proactively comply with legislative requirements, and maintain an open dialogue with the Agency.
The Agency chairman emphasized that cooperation with sectoral regulators, relevant government agencies, the scientific community, and business associations is expected to expand in the coming period.
