Six new laws have been adopted in Azerbaijan as part of reforms aimed at developing a competitive environment in the energy sector, Energy Minister Parviz Shahbazov said during his speech at the Third National Competition Forum held in Baku, APA-Economics reports.

According to the minister, extensive legislative and institutional reforms have been carried out in the energy sector in recent years.

He noted that the Law "On Energy" defines market relations, free competition, and the separation of activities as the main principles of state policy. The laws "On Electric Power Industry," "On Gas Supply," and "On Heat Supply" further develop these principles in specific areas, creating more favorable conditions for investment and competition.

Shahbazov stated that the separation of electricity generation, transmission, distribution, and supply activities, the regulation of market relations, and the expansion of private sector participation are particularly important.

The minister emphasized that, alongside strengthening conventional energy potential with the participation of foreign investors, renewable energy sources are being actively integrated into the energy system, new generation capacities are being created, and private sector participation is expanding.

According to him, the natural monopoly characteristics of electricity and natural gas transmission and distribution, the continuity of supply, and system security make effective state regulation necessary.

In this regard, priority is given to creating equal opportunities in areas where competition is possible, while ensuring transparency, efficiency, and the protection of consumer rights in natural monopoly activities.
