Since the beginning of 2026, the number of employment contracts in Azerbaijan’s non-oil and gas private sector has increased by 36,000, exceeding 1.067 million, First Deputy Minister of Economy Elnur Aliyev stated during his speech at the III National Competition Forum held in Baku, APA-Economics reports.

According to him, employment contracts in the non-oil and gas private sector account for 56.5% of the total number of employment contracts across the country.

E. Aliyev noted that 70.3% of the country’s gross domestic product in the first nine months of the current year was generated in the non-oil and gas sector.

The deputy minister stated that the average annual real growth in the non-oil and gas sector amounted to approximately 6% in 2021–2025.

At the same time, of the 14.7 billion manats in investments directed to fixed capital in January–September 2026, 9.8 billion manats accounted for the non-oil and gas sector.

“Every difficulty arising in market entry and access to finance and infrastructure is reflected both in investments and in jobs,” E. Aliyev emphasized.

The deputy minister added that the main objective of the measures envisaged in the National Action Plan for 2027–2029 is to ensure that improving the competitive environment produces practical results in the activities of entrepreneurs and in the daily lives of consumers.
