Azerbaijan's main goal is to transform transport corridors into economic corridors and build a diversified, export-oriented economy in which the private sector plays a leading role, Minister of Economy Mikayil Jabbarov said during his speech at the Azerbaijan International Investment Forum (AIIF 2026) in Baku, APA-Economics reports.
Mikayil Jabbarov noted that in 2021–2025, real growth in Azerbaijan's non-oil and gas sector averaged 6% annually; the non-oil industry grew by 50%, while non-oil and gas exports nearly doubled.
According to Mikayil Jabbarov, the non-oil and gas economy accounted for 71% of GDP in 2025, and the target is to increase this figure to 82% by 2030.
The Economy Minister said that modern economic corridors should encompass five main flows: goods and services, energy, data, capital and people. The goal is not merely to ensure the transit of raw materials, but to process them in Azerbaijan and export them to the Turkish and European markets.
Mikayil Jabbarov added that, as part of new support mechanisms to stimulate exports, up to 70% of transportation costs for eligible non-oil export goods are compensated within established limits.
Mikayil Jabbarov also said that a green energy corridor is being developed between Azerbaijan, Kazakhstan and Uzbekistan, while the Caspian-Black Sea-Europe green energy corridor is designed to deliver renewable electricity to European markets.
In terms of digital connectivity, the Trans-Caspian fiber-optic cable being laid along the seabed of the Caspian Sea between Azerbaijan and Kazakhstan envisages creating a new high-capacity digital connection between Europe and Asia.
