A “High-Level Dialogue on Transparency” panel session has been held as part of the Fourth Climate Week of the United Nations Framework Convention on Climate Change (UNFCCC), APA reports.
Azerbaijani Deputy Foreign Minister and COP29 Lead Negotiator Yalchin Rafiyev, who spoke at the session, talked about the importance of the Paris Agreement.
He said that the Paris Agreement is very important: “It is important for countries to come together, work jointly and unite around common goals in the fight against climate change.”
Yalchin Rafiyev noted that the strength and success of the Paris Agreement will not be measured only by the promises made: “The main issue is that we are able to show that we are turning those promises into reality.”
Türkiye’s Deputy Minister of Environment, Urbanization and Climate Change Fatma Varank said that Türkiye is preparing to submit its second Biennial Transparency Report (BTR) ahead of COP31.
She noted that Türkiye is preparing its second BTR under the Enhanced Transparency Framework (ETF) of the Paris Agreement, and the report is planned to be submitted before COP31.
It was emphasized during the speech that transparency is the “backbone” of the Paris Agreement and plays an important role in building trust in climate policy. It was stated that the experience gained during the preparation of the first report led to the modernization of the system for collecting and analyzing climate data in Türkiye. A new infrastructure has now been created that makes it possible to integrate data from various ministries and state institutions into a single digital system.
COP30 Executive Director Ana Toni said that a major transformation process is currently underway not only in the energy sector but also in agriculture and transport.
She noted that the preparation of BTRs in Brazil is led by the Ministry of Science and Technology and that the country has a good database. However, there is a constant need to improve methods for measuring decarbonization opportunities and carbon capture potential.
COP31 Deputy Executive Director David Higgins said that Australia will support strengthening reporting under the Enhanced Transparency Framework (ETF) of the Paris Agreement in 2026.
The Australian representative emphasized that participation under the ETF enables countries to better assess the real impacts of their climate policies, identify areas where additional support is needed and promote stronger climate action.
