“For our region, the decline in the level of the Caspian Sea is becoming increasingly concerning with each passing year. This process affects ecosystems, communities, shipping and economic activity,” Azerbaijani President’s Representative on Climate Issues Mukhtar Babayev said during his speech at the Fourth Climate Week (CW4) conference of the United Nations Framework Convention on Climate Change (UNFCCC), organized by the Ministry of Foreign Affairs, APA reports.
“Under the leadership of President Ilham Aliyev, Azerbaijan has sought to ensure that this issue is discussed at a higher level on the regional and international agenda and to strengthen dialogue among the Caspian littoral states. Shared water resources require shared responsibility. More than 3 million people live in transboundary river basins, and climate change is placing increasing pressure on these shared resources,” Mukhtar Babayev said.
He noted that the key issue is to prevent shared water resources from becoming a source of tension and, instead, turn them into a driving force for cooperation, stability and common prosperity.
“For Azerbaijan, the climate change agenda has been elevated to the highest level of political attention. Under the leadership of President Ilham Aliyev, Azerbaijan assumed the responsibility of hosting COP29 at a difficult time for international cooperation. Expectations were high, while trust was low. However, in Baku, the parties demonstrated that it is still possible to adopt important climate decisions,” Mukhtar Babayev said.
According to Mukhtar Babayev, in Baku, the annual climate finance target through 2035 was tripled to at least $300 billion: “We are currently developing our long-term low-emission development strategy and draft climate law, while also integrating climate resilience and adaptation measures into the national plan,” he said.
