Russian President Vladimir Putin on Saturday claimed that Ukraine was unwilling to engage in negotiations with Russia that could have brought the conflict between the two nations to an end, APA reports citing Teletrader.
During his meeting with a delegation from Africa, Putin blamed Kyiv's alleged lack of effort on the leadership in the country, under President Volodymyr Zelensky, who had signed a decree prohibiting such negotiations.
Putin emphasized that Moscow was always open to talk, reassuring the African leaders that Russia is ready to consider any proposals put forth by the international community.
