Nikolai Patrushev, the secretary of Russia’s Security Council and a close ally of President Vladimir Putin, said on Tuesday that Ukraine was “of course” behind Friday’s attack on a Moscow concert hall, in which at least 139 people were killed, APA reports.
News outlet SHOT published a video of a fleeting exchange in which a reporter asked Patrushev “ISIS or Ukraine?” as he walked past.
“Of course Ukraine,” Patrushev replied.
Kyiv has denied any involvement in the attack.
