The bodies were discovered early on Thursday near the city of Chilapa, situated 323 km (200 miles) south of the capital, Mexico City, where gang violence is rampant and opium poppy cultivation is underway.

The Guerrero state government said the victims had been shot to death, and their heads have not been found.

The grisly discovery came on the same day as Mexico's President Enrique Peña Nieto announced a nationwide plan to fight crime and gang-affiliated violence.

He unveiled the sweeping reforms on Thursday, and proposed giving the Congress the power to dissolve corruption-plagued municipal police forces nationwide amid a public outcry over the case of 43 missing students.

On September 26, the 43 students, all student teachers, disappeared in the southern city of Iguala in Guerrero state following an attack by police forces suspected of having links to drug gangs. The incident took place during a protest rally over teachers’ rights.

Violent protests have erupted in the country ever since Mexican officials announced that members of the Guerreros Unidos drug cartel had confessed to killing the young men and burning their remains after receiving them from corrupt police officers.
