“The need to move to a qualitatively new stage has necessitated the adoption of a new State Program focused on export-oriented production with high productivity that meets the requirements of the modern era. Despite the large-scale measures implemented for the development of the agricultural sector, Mr. President noted the stagnation observed in the sector over the past several years and openly stated that he is not satisfied with the current dynamics of agricultural production in the country. Based on the instructions given by the Head of State to the Presidential Administration and the Cabinet of Ministers, a new comprehensive State Program for the development of agriculture has been prepared,” Zeynal Naghdaliyev, Assistant to the President of Azerbaijan and Head of the Department for Territorial and Organizational Issues of the Presidential Administration, said at a regional meeting in Guba dedicated to the discussion of the “State Program for the Development of Production and Processing of Agricultural, Fisheries and Aquaculture Products in the Republic of Azerbaijan for 2026–2030,” APA reports.

It was noted that the State Program is a strategic document defining a new development model for the agricultural sector in the coming years and serves as an important roadmap for increasing agricultural production, ensuring efficient use of resources, expanding processing and export opportunities, developing value chains, and advancing fisheries and aquaculture to a new stage.

“The main goal is not merely to increase production volumes, but to obtain higher and better-quality yields from each hectare, that is, to ensure the transition from an extensive approach to intensive development in the agricultural sector. The State Program envisages ensuring sustainable development in agricultural production during 2026–2030, strengthening food security, increasing domestic production potential, productivity, added value and export orientation, accelerating the transition to an intensive and competitive production model, developing value chains in the agricultural sector, expanding farmers’ access to modern agricultural services, as well as developing fisheries and aquaculture.

There is no doubt that the discussions to be held will contribute to clarifying the implementation mechanisms of the State Program and achieving stronger results in the agricultural sector in the coming years,” he said.
