Settlement of the Nagorno-Karabakh conflict is impossible without Russia, European Commissioner for Budget & Human Resources Günther Oettinger said in his speech at the ADA University in Baku on June 1, APA reports.

“I understand how painful the Nagorno-Karabakh conflict is for the Azerbaijani people,” said Oettinger.

The European commissioner noted that the conflict has been going on for decades.

“The European Commission is not directly involved in the conflict resolution, but it is analyzing the process. I am in regular contact with Mrs. Mogherini and the French side, but it is impossible to resolve the conflict without Russia. I can’t say our relations with Russia are very good. There are issues like Crimea and sanctions. I think Russia should return to a constructive course which can play an important role in the solution of all these processes,” he added.
