At today's meeting of the Azerbaijani Parliament, Ali Huseynli, chairman of the parliamentary Committee on legal policy and state building, commented on the recent amendment to the Electoral Code empowering the Central Election Commission to strip MPs of their mandates for violating the rule of conduct and giving their right to vote to another.
Huseynli said that the CEC already has this function as prescribed in Article 89 of the Constitution, APA reported.
"For example, Paragraph 4 of Article 89 empowers the CEC to strip MPs of their mandates when they do not act in a way incompatible with parliamentary activities. Therefore, in the case of Articles 6 and 7 of the Constitution, the CEC has the power to deprive MPs of their mandates for violating the rules of ethics and giving their right to vote to another,” he said.
The committee chairman also said that if a decision was made to deprive the deputy of the mandate but the decision did not come into force, then the election could not be declared in that constituency.
