Baku-APA. “One of the elements of that settlement will need to be the return of the territories surrounding Karabakh,” said Co-Chair of the OSCE Minsk group James Warlick said in Yerevan, APA reports.

Commenting on his recent interview with Russia's Vedomosti newspaper, James Warlick spoke about deployment of peacekeeping forces as an element of the settlement of Karabakh conflict and added that “the occupied territories must be returned to Azerbaijani control in the framework of package settlement.”

He noted that there cannot be a comprehensive settlement without status for Nagorno-Karabakh, Co-Chair of the OSCE Minsk group James Warlick said in Yerevan.

It is important here not to focus on one element or a principle of settlement, the co-chair said. “The territories must be returned, but there are also other factors. Therefore, we always talk about a comprehensive settlement - we cannot take just one aspect and claim that this is a basis for resolution. We need to view a peaceful settlement as a whole.”

Security guarantee must be an element of the Nagorno-Karabakh conflict’s settlement which includes the issue of deployment of international peacekeeping forces, U.S. co-chair of the OSCE Minsk Group James Warlick said in his interview to Vedomosti newspaper earlier.

“If the districts adjacent to Nagorno-Karabakh are returned, international peacekeeping forces should be deployed to the region in order to ensure security in Nagorno-Karabakh,” the co-chair added.

As for the principles and elements of the resolution process, Warlick said that most of them were specified during the period of time when the negotiations were being conducted under the auspices of former Russian President Dmitry Medvedev.

“The matter is the continuation of the work done at that time. We do not try to invent new issues and new approaches. We try to continue the discussions on the basis of what was achieved at that time. This includes a number of important issues. Among them, there are issues such as return of the territories surrounding Nagorno-Karabakh, the status of Nagorno-Karabakh, the situation of the refugees and security guarantee. We consider these issues comprehensively,” Warlick said.
