"This appointment is a priority for the Secretary of State Kerry. It is important to find a suitable candidate to replace the previous retired co-chair. Kerry will try to make an appointment during the first year of his tenure as Secretary of State "- Rubin said at the annual Congress of Turkic-American Union, which brought together this year in Washington more than seven hundred members of the Turkic world and U.S. officials and experts on the region.

In his commentary E. Rubin responded to accusations of Azerbaijani ambassador and experts that the lack of a permanent representative hinders active position of the U.S. on the Nagorno-Karabakh conflict.

"The United States recognizes the unacceptable status quo. Not only because of human suffering behind it, but also because the status quo creates problems for both the involved countries and the region as a whole, "he added.
