The “Rules for the Maintenance and Use of Public Railway Transport Infrastructure” have been approved, APA reports.
Prime Minister Ali Asadov signed a decision in this regard.
According to the decision, the management of the maintenance and use of the infrastructure is carried out by the infrastructure owner, taking into account the proposals of the Ministry of Digital Development and Transport and the Azerbaijan Transport and Communications Holding (AZCON).
To ensure the safety of operations and traffic in railway transport, the infrastructure must be maintained in a technically sound condition, including through technical inspections, compliance with maintenance regimes and operating rules, while measurement and control equipment must remain operational at all times.
Advanced practices may be applied in infrastructure maintenance, including smart transport systems, digital dispatch management, and automated monitoring tools.
Infrastructure maintenance is financed through funds generated from the economic activities of the infrastructure owner, including revenues obtained from the use of the infrastructure and other sources not prohibited by law.
The infrastructure of non-public railway transport connected to the public railway infrastructure must be maintained in proper condition by the owner of that infrastructure.
Equal, unhindered, and non-discriminatory access to the infrastructure must be ensured.
Access from non-public railway lines to public railway lines shall be coordinated with the Azerbaijan Railways Closed Joint-Stock Company.
Services related to the use of the infrastructure are provided on the basis of agreements concluded, in accordance with the legislation, between the infrastructure owner and the carrier, consignor, consignee, freight forwarder, owners of non-public railway infrastructure, and other individuals and legal entities.
