Azerbaijan plans to allocate AZN 16 billion for the reconstruction and restoration of liberated territories under the draft "Great Return I" plan for 2026–2029. Around 30.6% of this amount is expected to be directed toward capital expenditures, APA reports, citing the Ministry of Finance.
Capital spending in the medium term will largely focus on the implementation of the Great Return Program and strengthening national defense and security.
For comparison, from 2020 to 2024, AZN 17.6 billion was allocated for the reconstruction of liberated territories, including AZN 5.3 billion in 2024. In 2025, AZN 4 billion is planned for this purpose.
