"The protection of existing legal norms and the establishment of institutional frameworks are of vital importance in ensuring freedom of religion or belief," Ahmed Shaheed, a researcher from the University of Essex, said during the panel "Anti-Muslim Hate Policies: Legal Frameworks and Advocacy Strategies" International Conference themed “Islamophobia in Focus: Unveiling Bias, Shattering Stigmas" held in Baku, APA reports.

Shaheed also emphasized that the next key issue in this area is the allocation of appropriate budgets for the necessary work and ensuring transparency in their use.

"I believe that if we define religious rights in advance, we can also assess whether they will be successful or not. In ensuring freedom of religion or belief, the protection of existing legal norms and the establishment of institutional frameworks are of crucial importance.

Another important issue is the allocation of appropriate budgets for the planned actions and ensuring transparency in how those funds are spent. Ultimately, all these opportunities must be accessible. These are the key indicators.

In fact, we are empowering Muslim communities to appeal to government authorities. I believe that establishing institutional frameworks is a priority issue that must be addressed."
