Fuad Alasgarov: “Christoph Strässer has repeatedly demonstrated biased attitude towards Azerbaijan”

Baku – APA. “Within his term as a rapporteur Mr. Strässer has demonstrated biased attitude, non-professionalism towards Azerbaijan, avoided dialogue and pursued the line of confrontation. Due to such approach, the absurd “report”, which is undurable to criticism, was rejected by the Assembly,” chief of Presidential Administration department for law-enforcement bodies Fuad Alasgarov said in his interview to APA.

Fuad Alasgarov said it is not known what materials Strässer referred to while preparing the report.

“The rapporteur shows in the report that he has received numerous comments, additional details, specifications from non-governmental organizations. I suspect two or three local NGOs. It is not known what the information contained. But comparing various parts of the report with the court decisions it turns out that in most cases these pieces of information are intentionally distorted. Some of the persons mentioned in the report were not imprisoned, some others were not found in penitentiaries, even in Azerbaijan, these persons do not exist,” he said.

Fuad Alasgarov said it is the peak of absurdity that some “old cases” were included into the report.

“There are more than 20 of such cases. These cases were reviewed by independent experts 10 years ago. On the one hand Strässer agrees with the experts that these persons are not political prisoners. All of them were convicted over “non-political” and violent crimes. Basing on the judgment of experts, these cases were dropped several years ago. But despite this, the rapporteur included these persons into the list of alleged political prisoners and insisted that these persons must be released, or their cases must be reviewed,” he said.

Alasgarov said Christoph Strässer’s report is politically motivated. According to him, although the report was made at the Committee on Legal Affairs and Human Rights, this document has nothing to do with law and logic: “Christoph Strässer has repeatedly demonstrated biased attitude towards Azerbaijan. Suffice it to mention his interviews and statements, which are incompatible with the status of co-rapporteur of the Parliamentary Assembly of the Council of Europe. The pressure exerted by certain forces in Europe, especially Germany upon the PACE leadership and members to vote for the report shows this report is politically motivated. In fact, the co-rapporteur’s works and report are the elements of political pressure upon our country. Following the PACE meeting, the co-rapporteur called his failure as "Black day for human rights and the Parliamentary Assembly". The adoption of this absurd document could hit a critical blow to the reputation of the organization in terms of the Council of Europe’s activity on the protection of human rights and it would be a black day for the organization indeed. The rejection of the report with the difference of more than 40 votes shows that the majority of PACE members understand it very well.”
