Issue of Armenia's land compensation to Azerbaijan may come to the agenda - Former FM

"Azerbaijan and Armenia are currently engaged in negotiations regarding a framework agreement related to peace", Tofig Zulfugarov, former Minister of Foreign Affairs of Azerbaijan, said in an interview with APA.

Tofig Zulfugarov stated that discussions on specific topics will be continued later: “Because, it is known that at the final stage of the delimitation and demarcation process, the border and communication issues can be fully resolved. Following that, humanitarian issues become a topical issue. Various matters related to humanitarian issues should be resolved. The first of these is political responsibility. That is, a conflict has occurred, and who bears the political responsibility here; must be reflected in the framework agreement. Because Armenia, as a state, has officially made territorial claims against Azerbaijan, occupied our lands, carried out ethnic cleansing in our territories, caused destruction, and inflicted harm on our state and people. Through negotiations, the Armenian state can accept its responsibility and compensate Azerbaijan. For example, Germany has taken responsibility for fascism and has paid compensation to various states and individuals. The compensation payment process continued until recent times.”

The former foreign minister noted that if Armenia does not agree to pay compensation through negotiations, Azerbaijan can take Armenia to international court: “At the same time, Azerbaijani citizens have the right to appeal to various judicial instances regarding the damages they incurred as a result of the occupation. Thus, they can demand compensation for the damages from the Armenian state by proving this.”

Can Armenia's compensation be in the form of territorial compensation?

Tofig Zulfugarov pointed out that if direct negotiations take place, various decisions can be made, including territorial compensation: “If the compensation issue is to be resolved through international courts, other options may not be possible. That is, international courts can only issue decisions on a certain amount of compensation. If the payment of the required compensation amount is not possible, in the second stage, Armenia may propose various options. In other words, if Armenia sees that the required compensation amount is substantial, the issue of land compensation may come to the agenda through negotiations. There were negotiations regarding the territorial issue in international practice. For example, China proposed to exchange certain territories with the USSR to gain access to the sea in the Far East. Thus, such cases exist in international practice. However, this topic needs to be brought to the agenda first.”
