Azerbaijan's consolidated budget revenue forecast for 2026-2029 unveiled

In 2026, the revenues of the consolidated budget are forecasted to reach AZN 44.8862 billion, which is AZN 935.6 million or 2.1% more than the approved figure for 2025 and by the end of the medium-term period, the revenues are expected to rise by AZN 7.057 billion or 16.1%, reaching AZN 51.0076 billion, APA-Economics reports citing the Ministry of Finance.

It was noted that by 2029, the share of non-oil and gas revenues in the state budget will increase by 6.9 percentage points compared to 2026, reaching 61.9%. In absolute terms, this figure will grow by 19.4% to AZN 25.8 billion. Meanwhile, oil and gas revenues of the state budget are expected to decrease by 10.3% compared to 2026, amounting to AZN 15.8 billion by the end of the period.

The forecast for oil and gas revenues in the consolidated and state budgets for the medium-term period (2026–2029) takes into account an oil price of $65 per barrel, projected production volumes in the oil and gas sector, and the yield rate of assets of the State Oil Fund.

In 2026, consolidated budget expenditures are projected to be AZN 49.0574 billion, which is AZN 1.4279 billion or 3% higher than the approved figure for 2025. By the end of the medium-term period, expenditures are expected to increase by AZN 4.4974 billion or 9.4%, reaching AZN 52.1268 billion.

At the same time, expenditures of the state budget for 2026 are projected at AZN 42.230 billion, which is AZN 822.4 million or 2% more than the approved figure for 2025. By the end of the medium-term period, state budget expenditures are forecasted to rise by AZN 2.3567 billion or 5.7%, totaling AZN 43.7643 billion.
