Issue of livestock keeping in Azerbaijan

The issue of keeping livestock in Azerbaijan’s liberated territories has been clarified, Afet Telmangizi, Head of the Public Relations Department of the Restoration, Construction, and Management Service in Khankendi city, Aghdara and Khojaly districts told APA.

Internally displaced persons (IDPs) resettled in these territories are allowed to keep domestic animals in their household plots: “In rural areas, former IDPs raise livestock in their yards. For instance, this can be seen in Ballija village of Khojaly and Hasanriz village of Aghdara. However, in cities like Khojaly, keeping livestock is not permitted.”

In response to APA's inquiry, the Restoration, Construction, and Management Service in Khankendi city, Aghdara and Khojaly districts stated that there is no objection to resettled IDPs keeping domestic animals in their household plots. Depending on residents’ requests, the issue can be reviewed and resolved within the legal framework.

In Lachin district, the Service indicated that the matter is currently being coordinated with the Ministry of Agriculture. Feasibility studies are underway to allow residents to keep a limited number of large and small livestock.

It was also noted that residents returning to Lachin are allowed to keep poultry. In line with the Service’s approved urban development plan, poultry coops are being constructed in ways that do not conflict with the city’s architectural layout. There are no restrictions on keeping poultry in this context.

No response has been received yet from the relevant Services in Jabrayil, Gubadli, and Zangilan districts.

For context, a total of AZN 17.6 billion was allocated from the state budget for the reconstruction and restoration of liberated territories between 2020 and 2024, including AZN 5.3 billion in 2024. An additional AZN 4 billion is planned for 2025. Currently, over 40,000 people live in Karabakh and East Zangezur, including resettled IDPs, local government workers, and employees of newly reopened institutions in health, education, culture, tourism, industry, and energy sectors.
