As of July 1, 2028, prices (tariffs) in the heat supply sector will be regulated by the authority (body) determined by the relevant executive authority, this is reflected in the draft law "On Heat Supply," which was discussed today at the meeting of the Committee for Natural Resources, Energy and Ecology of the Milli Majlis (Azerbaijani Parliament), APA reports.
According to the draft law, prices (tariffs) in the heat supply sector must fully cover the justified expenses of heat supply entities, ensure the development of the sector, and stimulate socio-economic development.
Prices (tariffs) of state-regulated products in the heat supply sector will be regulated in accordance with the law "On Regulated Prices."
Except for products provided by natural monopoly entities, prices (tariffs) of unregulated products in the heat supply sector will be determined by agreements signed between the parties.
Prices (tariffs) of unregulated products provided by natural monopoly entities will be determined by the natural monopoly entity itself, taking into account the requirements of Article 39.6 of the Competition Code.
The regulator will monitor the determined prices.
