"Today’s special session of the Milli Majlis is dedicated to the “Year of Constitution and Sovereignty” and holds added significance as it coincides with the birth anniversary of National Leader Heydar Aliyev," said Sahiba Gafarova, Speaker of the Milli Majlis (Azerbaijani Parliament), APA reports.
She emphasized that President Ilham Aliyev’s decree declaring 2025 as the Year of Constitution and Sovereignty highlights three major turning points in the country’s history: “The adoption of the first Constitution of our independent state, the victorious conclusion of the Second Karabakh War and the anti-terrorist operation, and the complete restoration of our territorial integrity and sovereignty are events of exceptional importance directly tied to the fate of our people.
The history of modern Azerbaijan is inextricably linked with the activities of National Leader Heydar Aliyev, who embodied national salvation. The National Leader etched his name in the history of Azerbaijan with golden letters through his unparalleled services to the people and the state. Heydar Aliyev’s personality is a symbol of wisdom and devotion to the homeland for every Azerbaijani. His immortal ideas live on and will continue to live in the deeds of today’s and future generations.”
The Speaker also noted that after restoring its state independence on October 18, 1991, Azerbaijan faced complex challenges: “Gross errors in state governance, the occupation of our lands by Armenian armed forces, the strengthening of separatist tendencies, and the emergence of the threat of civil war seriously endangered the existence of the independent state. It was precisely in such a difficult situation that, at the insistent demand of the people, Heydar Aliyev’s return to supreme state power and his election as president made it possible to prevent further deterioration of events and to stabilize the situation in the country. Heydar Aliyev took responsibility for the fate of the nation and, with his rich statecraft experience, succeeded in preventing fratricide and uniting the people around the idea of Azerbaijani identity. One of the greatest services of the National Leader to the Azerbaijani people was the preparation of the first Constitution of our independent state under his leadership. Our Constitution, adopted through a nationwide referendum on November 12, 1995, can be compared to the most democratic constitutions in the world.”
