Türkiye believes that the talks held in Istanbul between Russia and Ukraine will lay the groundwork for a permanent ceasefire and peace, Turkish Foreign Minister Hakan Fidan said during a meeting of foreign ministers held as part of the informal summit of the Organization of Turkic States (OTS) in Hungary, APA's Istanbul correspondent reports.

He noted that “the Istanbul talks have opened a new chapter in diplomatic efforts.”
