MP: Number of disabled people in Azerbaijan higher than world countries

The number of persons with disabilities per capita in Azerbaijan is much higher compared to world countries, Siyavush Novruzov, MP, deputy executive secretary of the ruling New Azerbaijan Party said a parliamentary session on Thursday, APA reports.

“Of course, in Azerbaijan there are participants of two wars (Afghanistan and Nagorno-Karabakh). However, the number of persons with disabilities in peacetime seems to grow rapidly than in the war era. There are such persons who are granted the disability status without having the right to do so. The number of disabled people in Azerbaijan is very high compared to world countries. Disability rates were not properly issued by different structures. If disability is properly identified and given, the issue of increasing the pensions and benefits of the disabled will be raised,” he said.

According to Novruzov, there are disabled people who are able to work.

“We should not isolate disabled, but to involve them in activities as active members of the society. There are such disabled who can apply a sedentary work. According to Azerbaijan’s legislation, during the closing of an enterprise, disabled and veterans of war should be dismissed the latest as they have more difficulties while finding a job.

Although this issue is identified by the law, some structures do not follow it. This must be strictly controlled. My colleagues receive enough complaints. Relevant structures must strictly control this issue in order to protect the rights of disabled. Steps taken regarding the definition of disability have been discussed at the parliament for years. I think that we should approach this issue with a new look now. Provision on disability grants must be based on the principles of justice,” he added.
