Chingiz Asgarov: ECHR admits Azerbaijan’s electoral legislation serves democracy

Azerbaijan’s obligation before international organizations also has to do with the holding of free and transparent elections, and Protocol 1 of the European Convention reflects the legislative body’s obligation in respect of elections, said Chingiz Asgarov, Azerbaijan’s authorized representative to the European Court of Human Rights (ECHR).

He made the remarks Tuesday at a Central Election Commission (CEC) seminar on the investigation of election-related complaints, APA reports.

Asgarov said that for this reason the ECHR can only address issues related to the holding of parliamentary elections. “However, the ECHR considers it necessary to provide the right to self-nominate and can consider related cases. The ECHR does not consider appeals on the election’s outcome,” he added.

The ECHR has admitted that Azerbaijan’s electoral legislation serves democracy and it has not revealed serious violations in elections in Azerbaijan, he stressed.

Asgarov went on to say that the candidate registered for the election should be invited to the meetings on the registration and cancellation of the registration.
