The duties of prosecuting authorities in the presidential elections in Azerbaijan are primarily related to the consideration of complaints and appeals, and there were no appeals to prosecuting authorities regarding violations of the rights of voters during the referendums in 2002 and 2009, said First Deputy Prosecutor General Rustam Usubov.
He made the remarks addressing a seminar organized for chairpersons of district election commissions by the Central Election Commission, APA reports.
Usubov said that violations of the law most occurred during municipal elections.
"This is due to the fact that these elections are larger-scale compared to other elections. The Prosecutor General's office received 365 appeals in connection with the parliamentary election on 6 November 2005 and the repeated parliamentary election on 13 May 2006; 102 from the Central Election Commission, 35 from district election commissions, 4 from election blocs, 31 from law enforcement agencies, and 193 from citizens. For law violations, the results of 10 district election commissions were annulled. The results of six district election commissions were annulled by the Constitutional Court and four by the CEC,” he said.
Usubov went on to say that prosecuting authorities received no appeals regarding law violations during the 2008 presidential election.
He noted that the Prosecutor General’s Office received 13 complaints about the parliament elections held on November 7, 2010.
“A total of 6 appeals have been filed to prosecuting authorities after the presidential election held in the country on October 9, 2013,” the first deputy prosecutor general said, adding. “Prosecuting bodies received 43 appeals regarding the 2012 municipal elections. A total of 23 appeals were sent to prosecuting authorities regarding the 2015 parliamentary election. Seventeen of them were sent to the CEC, four to district election commissions and one to the Justice Ministry.”
