Azerbaijan is considering amending the law on citizenship.

According to the amendment proposed to Article 14 (admission to the citizenship of the Republic of Azerbaijan) of the law “On citizenship of the Republic of Azerbaijan), a court shall determine the fact that a person, who arrived in Azerbaijan before January 1, 2006 and is permanently residing in the country without documents confirming his/her identity, is not a citizen of any country and permanently lives in the Republic of Azerbaijan. This provision shall not apply to persons who voluntarily renounced their citizenship”.

The bill also notes that the purpose of making this amendment to the law "On citizenship of the Republic of Azerbaijan" is to create the possibility of obtaining Azerbaijani citizenship by persons who arrived in Azerbaijan before January 1, 2006 and permanently reside in the country and have a passport of the former USSR.
