Board of Appeal: Sometimes central, local executive authorities make unreasonable decisions, ignoring entrepreneurs’ demands

An analysis of the complaints sent to the Board of Appeal under the President of the Republic of Azerbaijan in 2017 indicates that despite a significant reduction in violations of rights of entrepreneurs last year, such cases have not yet been completely eliminated, said the board chairman, Eldar Nuriyev, APA reports.

He noted that sometimes central and local executive authorities and their appellate boards make unreasonable decisions, ignoring entrepreneurs’ demands, failing to thoroughly investigate the complaints and give a correct legal assessment of the collected documents.

“This attitude towards the solution of entrepreneurs’ complaints ultimately has a negative affect on economic development, leads to the violation of law, increases the number of complaints and results in additional workloads. Due to a wrong investigation of entrepreneurs’ complaints, last year nine decisions of the appellate boards of central and local executive authorities were annulled, and in once case one board’s inaction was considered illegal,” said Nuriyev.

Appellate boards of all central and local executive authorities have been given the necessary instructions to strengthen the fight against the mentioned cases, eliminate violations and shortcomings, expand the implementation of preventive measures, and conduct a through investigation of complaints, he added.
