Number of those who received social allowance as a disabled child under 18 years old made up 67,081 in 2015, 71,934 in 2016. Share of them in children under 18 years old stood at 2.59% in 2015, 2.76% in 2016. This indicator was higher in Jabrayil (8.55%), Kalbajar (8.08%), Yardimli (6.77%), Dashkesen (6.85%), Jalilabad (4.95%), Ismayilli (4.71), Gedebey (4.18%), APA-Economics reports quoting Chamber of Accounts.
According to the Chamber, those who receive pension and social allowance for disability, as well as children with mental and physical disability under 18 years old made up 6.1% of population in 2016. However, this indicator was higher in Gubadli (12.0%), Dashkesen (11.2%), Kalbajar (11.0%), Yardimli (10.6%), Gedebey (9.5%), Jalilabad (8.8%), Agjabadi (8.6%), Mingechevir (8.5%) and Ismayilli (8.3%). In order to provide obeying legislation in determination of disability, these cases need to be investigated by the Ministry of Labour and Social Protection of Population.
‘Social allowance is assigned for disabled children under 18 years old when they don’t have right to get labour pension. They can have this right only when head of family dies. According to the law, which was valid until July 1, 2017, number of members of deceased’s family did not affect the amount of labour pension. As separate citizens misunderstand the legislation, they don’t appeal to State Social Protection Fund about the right of disabled children under 18 years old to receive pension, assignment of pension and allowance by different sectors in a department bring about extra payments. Chamber of Accounts revealed that as payment of social allowance for disabled children under 18 years old was not stopped, State Social Protection Fund made extra payment in the amount of AZN 7,792.60 in Yevlakh, AZN 5,361.65 in Sumgayit, AZN 6,878.4 in Surakhani district, AZN 7,964.2 in Lankaran, AZN 5,212.5 in Khachmaz, AZN 8,280.2 in Tovuz, AZN 6,019.0 in Garadagh distirct, AZN 12,081.13 in Aghstafa’.
