The draft Convention recognizes the sovereignty, sovereign rights, exceptional rights and jurisdiction of the Caspian littoral states, Azerbaijan’s Deputy Foreign Minister Khalaf Khalafov told reporters on Wednesday, APA reported.

“According to the draft convention, 15 miles in the Caspian Sea are outlined as a zone of territorial waters, 10 miles - a fishing zone, while the rest part is intended for general use,” Khalafov said.

"The bottom of the Caspian Sea is divided into sectors,” he said. “The convention also includes the principles of safety of navigation and the preservation of military balance."

The convention also reflects the rules for laying pipelines, added Khalafov.

“The issue of construction of pipelines will be coordinated with the countries through which those pipelines will pass. There are corresponding terms of international law on the division of the sea into sectors. Depending on the state borders and length of these borders, the division will be carried out based on the agreed method,” he said.
