This is in addition to the flags of all UN member states, the EU flag and the rainbow flag, as stipulated in the original guidelines.

The EBU also proposed a more tolerant approach to other flags as long as the audience respects the non-political nature of the Eurovision Song Contest and do not deliberately attempt to obstruct the camera views. This proposal was approved by the Eurovision Song Contest's governing body, the Reference Group.

The EBU has released the official guidelines for the use of flags for fans, people who are going to be on arena of Eurovision song contest planned in May 2016.

This year along with usual size restrictions, there are some banned and strictly prohibited flags.

Among the banned flags were the self-proclaimed Nagorno-Karabakh Republic, Kosovo, Crimea, Palestine and Basque. Thereafter, the EBU issued a statement that it was initial guidelines and apologized to everyone who felt insulted. The latest version will be publicized soon.
