The Russian Investigative Committee's department for the Voronezh region has opened a criminal case under Russian Criminal Code Article #105 against the murder.
No information was released about how the murder was committed and identity of Azerbaijani “authority”.
RIA Voronezh website released information that Azerbaijani “authority” was murdered as a result of tension between his countrymen. It’s reported the “authority” has met with countrymen at the café to solve a disputable issue. He was shot when he was leaving the cafe through the exit fire. Then his face and head was unrecognizable. The murdered left the site with their cars.
