Baku. Mubariz Aslanov – APA. The 2nd Global Shared Societies Forum organized by the Nizami Ganjavi International Center, the Club of Madrid, with support of the Azerbaijan State Committee for Work with Diaspora and with joint cooperation of World Academy of Art and Sciences, UN, Library of Alexandria and other organizations is going on.

APA reports that Deputy Head of the Azerbaijani Presidential Administration and chief of Foreign Relations Department Novruz Mammadov is also attending the next panel along with former heads of state of a number of countries.

Delivering a speech, former President of Georgia, Mikheil Saakashvili spoke about the role of state institutions and said that Georgia had today formed state institutions. He drew attention to the situation in Ukraine and recalled that once Georgia had been in the same situation. He noted that Azerbaijan is the most powerful state in the region.

Deputy Head of the Azerbaijani Presidential Administration and chief of Foreign Relations Department Novruz Mammadov accused international organizations of working inefficiently: “Unfortunately, excessive increase was observed in the number of hot spots in the international community, following the collapse of one of the polars. Though the years passed, we still don’t see success in the resolution of these conflicts.”

According to him, despite the formation and development of all institutions in Azerbaijan, the country is in a state of war for 25 years: “At present, we are meeting here with officials, former leaders and prominent politicians from a number of countries. Let's ask ourselves a question: “If these three South Caucasus countries would have joined together, chosen a united path for development and joined forces after their independence, what would the result have been? But unfortunately, the West have never attempted for this. The conflict remains unchanged and has been going on for over 25 years. Despite our cooperation with Europe, neither OSCE Minsk Group nor the world’s largest centers took a resolute position on the settlement of the conflict.

Mammadov also made an interesting statement: “The West wanted us to sign an association agreement with the European Union, but the issue of our territorial integrity had been removed from it. The European Union has recognized our territorial integrity so far, but recently it doesn’t want to accept it. Now, how should we understand it? How it can be that each of the heads of the world's major countries, including U.S. President Barack Obama, has spoken about Ukraine crisis for an hour, repeatedly demanded the protection of international law and taken concrete measures. As for Azerbaijan, the settlement of the Nagorno-Karabakh conflict, none of them even stated that "this issue should be resolved within the international law". Why? What is the reason for such a rude dual attitude? Now, we are thinking that whether we have chosen a right path that we are facing such a dual attitude?..”
