Reason for negative opinion of Venice Commission on law “On defamation” is unknown – Ali Huseynli

Baku. Ramiz Mikayiloglu – APA. Today, a session on “Defamation and libel: vision to Azerbaijan’s relevant legislation” was organized within the joint project “Freedom of expression and media in Azerbaijan” of the Council of Europe and the European Union, APA reports.

Chairman of the Azerbaijani Parliament's Committee on Law Policy and State Building Ali Huseynli said that opinion of the Venice Commission on law “On defamation” submitted by Azerbaijan in 2011 was negative: “However, it’s unknown why the Commission’s opinion was negative and these processes were stopped. At that time, three countries had adopted law “On defamation”. Most of European countries, including France had not adopted this law”.

Huseynli said essence of the law “On defamation” was related to not decriminalizing the articles #147 and 148 of the Criminal Code: “We did not change our position. We have not been against the adoption of law principally. Our only position was to carry out it without decriminalizing the Criminal Code”.
