The spokesman said that one of the plane's wings clipped the runway as it was taking off at 2.30 p.m. local time.
He said that the plane had been carrying nine people when it crashed on take-off from Camp Dwyer, a military airport in Helmand province, a day earlier.
Seven people died as a result of the crash, the spokesman said, adding that two survivors were flown to Kandahar Airfield for treatment.
The State Civil Aviation Administration of Azerbaijan earlier reported that the rented plane was managed by international crew, which included a citizen of Uzbekistan (the captain), three citizens of Ukraine and five Azerbaijani nationals.
The State Civil Aviation Administration established a commission to investigate the incident.
The commission members will today arrive in the scene for further investigations.
