MPs express dissatisfaction with draft law "On anti-dumping, compensation and protective actions”

According to him, the draft law must be developed more understandably: “This law aims to protect local production. What products are underwent dumping in Azerbaijan? Is there a list of these products? There must be drawn up a list. I support adoptin of this law. However, I’m now opposed to submit the draft to the consideration in the second reading. Several issues must be specified”

State Customs Committee (SCC) Central Administration Chief Mirgasim Vahabov noted that this project has been developing since 2012: “How is it being developed? One state body is insufficient. What is referred to? Constitution, Customs Code, provision of law on Customs Tariff… . According to the decree on application of law on customs tariffs signed by President in 2012, the Cabinet of Ministers is to elaborate relevant draft law regulating formation and application of Anti-Dumping and Compensation duties and submit it to the president in accordance with the article #6.5 of Law on Customs Tariff. Our opinions are not considered. I’ve read this law. It’s difficult to understand. Resident and non-residents are interested in Azerbaijan’s legislation and how will they understand it? ”

Department head at the Ministry of Economy Bakhtiyar Alishov said that the draft law has not been copied from legislation of other country. According to him, the draft law adjusts the three agreements of the WTO.

The draft law was recommended to the second reading of the parliament. However, the new Working Group will revise the draft law.
