Open Budget Index for Azerbaijan makes 51

According to Finance Ministry, Azerbaijan’s position advanced 16 steps and ranked at 42nd.

Increase of Open Budget Index was caused by following factors:

More improvement of legislative acts regulating budget process and adoption of legislative acts on increase of transparency in activity of the state bodies and public participation;

More improvement of coordination of relevant state programs and measures with mid-term budget expenditures, expansion of preparation of state budget on the basis of programs;

Putting draft state and consolidated budget up for discussion by posting on the website of the Finance Ministry before submission to the Parliament;

Posting budget guide of citizen on budget affirmed for next budget year on the website of the Finance Ministry;

Posting relevant draft law and report on execution of state budget on the website of the Finance Ministry before submission to the Parliament;

Preparation and submission of state budget indicators at the level of classification of revenues and functional classification of expenditures, as well as indicators of consolidated budget for next year and mid-term period to the parliament;

Preparation and submission of distribution of the funds considered for state investment costs to the parliament;

Inclusion of costs for launch of objects, of which construction was completed through the state capital investment expenses, in the state budget expenditures;

Inclusion of indicators of the consolidated budget in the report on quarterly fulfilment of state budget and other works conducted for this purpose.
