Aydin Aliyev: New trends in trade, growing threats necessitate modernization of customs service

Aydin Aliyev noted that the steadily growing volume of trade, new trends in trade, growing threats and the application of new experience necessitate the modernization of customs service.

“Such modern customs service needs to be more efficient, effective and service-oriented in order for it to correspond to the requirements of trade and society. As trade trends change, people engaging in trade grow to need more support from customs. In these terms, innovations that emerge on the basis of knowledge remain as the main driving force in customs management. The application of innovations is a challenge to customs offices authorities. It calls for a cooperative environment, creative efforts and knowledge-based management. It’s not about just making an innovation but an efficient and quality innovation,” he said.

Speaking about Azerbaijan's achievements in the customs sector, the committee chairman said that the customs service has in recent years made a series of achievements through a lot of difficulties.

"Our main aim is to serve the country's economic development and social well-being of the citizens as an efficient and modern customs service. Measures such as the approval of a newly revised customs regulation based on the principles of the Kyoto Convention, the Integrated Automated Control System and the Customs Academy are the results of the obligations to adapt customs procedures to international standards,” he stressed.

According to him, considering the challenges faced by customs authorities, timely exchange of information and advanced experiences in the community of global researches are extremely vital.

“PICARD is trying to assist persons who give important decisions in the customs area through academic research and debates in order to develop strategies and policies,” the committee chairman concluded.
