Report on captives, hostages, missing people announced

The report notes that within the six months of 2015 the State Commission on Prisoners of War, Hostages and Missing People and its working group continued its activities in accordance with the plan. During the reporting period, several meetings were held with the International Committee of the Red Cross, discussions were held. Proposals were made on the ante mortem data collection on the people who have gone missing in connection with The Armenian-Azerbaijani conflict over Nagorno-Karabakh and the fulfillment of the obligations arising from the framework agreement on the centralized management, the implementation of the planned works on the collection of DNA data from the missing people, a more efficient establishment of cooperation, the carried out work were reviewed, and the negotiations on the release of Azerbaijani and Armenian hostages taken captive or hostage.
It was noted that Head of the ICRC Office in Azerbaijan Denise Duran met with the state commission’s secretary on 4 March 2015 for the purpose of the settlement of the issues arising from the agreement reached during the meeting of the Azerbaijani and Armenian presidents in Paris on 27 October 2014, with the proposal of French President Francois Hollande and under the auspices of the ICRC, on the exchange of information about the missing persons. The sides during the meeting agreed on analyzing the situation in this area, investigating the possibilities of exchange of information and employees of both organizations holding regular technical meetings and discussions to develop their work in this area.
In accordance with the agreement reached on 4 June 2015 on the holding of technical meetings, on 4 June 2015 the state commission’s working group held the first meeting with the ICRC regional representative on missing persons and search. The sides during the meeting thoroughly analyzed the lists and data available to them on the Azerbaijani citizens who had gone missing in the Aghdam district, Galaychilar village and surrounding areas on 13-16 June 1993.
At the end of the meeting, a list containing the names of 41 people as well as statements of witnesses about two persons who had been taken captive and died in prison in Shusha as a result of inhumane treatment and detention conditions and buried in a cemetery nearby and other necessary information were submitted to the ICRC.
