Ministry official: Policemen who detained Bahruz Hajiyev questioned

Investigation continues into the death of Hajiyev Bahruz Dilsuz oglu (1988) who was detained on suspicion of use and sales of drugs and taken to the Mingachevir city police department for interrogation, chief of the Interior Ministry’s head office for public security office, police major-general Javanshir Mammadov told APA on Aug. 24.

J. Mammadpv said that police senior lieutenant Shahlar Shahlarzadeh has been dismissed in connection with the incident. A criminal case has been opened against him under articles 125 (bringing to suicide) and 308.2 (abusing official powers).

“He has shown negligence by going to bring an eyewitness and leaving the citizen out of control, which resulted in suicide. Therefore Shahlar Shahlarzadeh has been arrested. Also, three policemen who detained Bahruz Hajiyev and taken him to the police department are being questioned. Investigation continues,” the ministry official said.

Chief of the Mingachevir city police department Alasgar Badalov has said that investigator of the prosecutor’s office Rashadet Orujov has been beaten by Bahruz’s relatives while examining the body in the morgue.

“Also, senior lieutenant of the police department Ramin Abakarova has been assaulted and he too has received bodily injuries. A criminal case has been launched over both incidents under articles 315 (Resistance or application of violence concerning the representative of authority).

According to the police chief, following the death of B. Hajiyev, a group of people assembled in a central street in the city in a bid to hold a rally.

“They have thrown stones and other items at police officers, injuring some. Another 9 police officers were injured in the incident. About 20 persons were arrested in connection with the incident. The cases of ten of them were submitted to the prosecutor’s office, the rest was subjected to administrative punishment by a court decision. Most of the detainees were formerly convicted of various crimes. A car that belongs to the police department was damaged during the incident.”

The police chief went to add that Hajiyev has not been convicted up to now.

At present, stability prevails in the city, Badalov said, noting “media reports that the detainees were beaten at the police department are divorced from reality.”

“I met with the deceased’s father eight times, all his demands were observed, and an expert was changed by his request. We also met with the deceased relatives to refrain them from any incident before and after the funeral” the police chief said.

The police chief also noted that anti-drug operations will continue in Mingachevir city.

Badalov expressed concern over increasing drug cases in Mingachevir, noting that police-citizen relations need to be tight in order for such cases to be prevented. He also said that 25 criminal facts of drugs have been recorded in the eight months of this year.

“We used to see items discarded by drug addicts in parks and entrances of buildings. And this was annoying for parents, intellectuals and youth. There no such cases in Mingachevir now,” he said.
